HOW CAN A TEAM USE A PENALTY?

They could chose a 3 POINT GOAL KICK (if positioned for one)

Or if not positioned well enough ... they can kick for a better position and lineout.
Sometimes they will do this in preference to the pen Goal attempt ....if they are near to the line to possibly get a Try.

They can choose a Scrum Penalty ... if they think they have superior scrumming strength.

They can tap the ball and run quickly.

That's what I can remember for the minute anyway
